Since you seem to be in a hurry. If you have a friend with a torch that knows how to shrink metal, have him try and reduce as much of that as he can. If the rest of the fender is really clean and unrusted run it by a bodyshop and see if they will shrink it back for you and how much. At this point it looks to me like it will take heat and practiced dolly work to make it right.
