As far as the data plate, that's going to likely be fun to try and clean up. I'd drill out the rivets and let it soak for a while (like days) in soapy water. Hopefully the paint used will soften up and you can slide it off with a fingernail. There are probably dozens of recommendations but if water doesn't work I'd start with mild paint removers like acetone... you're trying to take the silver off and leave the green. I want to kick guys in the nuts who are too lazy to take the time to mask these things off... it'd take about two minutes to mask this off.
