This just looks wrong.

Looking at the front air bags on my 67 Burban the top of the bag and the bottom of the bag are not lined up vertically. This just seems wrong. The PO has some kind of bracket welded in the upper spring pocket that the bag attaches to. Can any one tell me how far from in the outside edge the bag should be mounted? Or should the mount be tilted to the out side to line up better? I have some photos which aren't the best but hopefully the green lines will show what I'm seeing as a problem.
Thank you in advance for any help.
