I actually am using the KBS coating which is just like POR but supposed to be more UV stable. Either way I think I will be top coating with paint.

POR-15 has a top coat that won't fade. They don't recommend it to be painted over rust though.

Exactly.
Two coats of their base coat followed up with either: - Their special primer and your choice of paint - Their top coat. |
