Well now, this is interesting...
...local(ish) Craigslist find (not mine), can't say as I've ever seen a lift gate such as this.

Ooops, should have clarified, most I see here are gate only with no bumper, or at least no folding/retracting bumper.

It's part of the lift. Most trucks just go without a bumper with a power liftgate installed. Had to replace a few over the years, they are amazingly simple to install.
