Electric Choke Question

I recently aquired this truck and noticed the choke isn't closing. It is an Edelbrock 1406. I grabed a hold of the plastic choke cover to adjust it and noticed it is very hot. The engine has not been started in a few days. I went to remove the wire and it jumped an arc and burnt me a little.

Question, Is the choke fried or what could make this be hot to the touch without the engine running. It is a tan wire on the top connector.
