dropping question

I finally got all four tires the same size so I was checking ride height to see how much to drop it. That's when I noticed the front fender wells openings are curved up higher than the rears so do I want to literally level the truck (2" front ,3" rear) or do I drop it so the tires are equal distances from the top of the fender well openings? I will be cutting coils due to this being a "budget" drop......meaning no money involved unless I cut too many coils.
