Is there a difference in tie rod sleeves?

I was looking at napa online and they list 2 different tie rod adjusting sleeves. One is listed as "manual" and is $16, the other os "power" and is $30.

My '69 was a manual truck and I added a power box. I am replacing my tie rod ends, so should I "upgrade" to the power sleeves? Is there a difference?

My truck drives straight, but the driver front tire has worn on the shoulder in a matter of days. I figured I would replace the upper control shafts and tie rod ends. I replaced the ball joints when I installed the disc brakes.

Is there anything else I should replace as well? The bottom shafts are tight. Thanks.
