Windshield wiper "parking"

The windshield wipers on my 1972 Blazer park successfully when turned off.

But they park at the very top of the travel instead of the bottom.



I did some searching, and I'm hoping it is as easy a fix as it looks to be....

I found this thread, talking about wipers:

Would be nice if it was this easy. Have looked under the dash and it does not look like it would be fun to have to pull the motor.

Should this fix it?
