Who has a roll pan or used 3m weld epoxy?

I'm just fitting my rear bumper and don't like it at all. I asked about moving it up a couple weeks ago but that won't work because then the tailgate will hit the license plate.

Mar-K sells a roll pan that I like but it says it requires welding. My bed is already painted so has anyone here used that 3M weld epoxy? Any reason I couldn't drill holes on the inside on each side and mount it with 4 bolts? Here is their description:

Rear pan is made of 18-gage electro-galvanized steel and is installed by welding to the bed sides and with screws to the rear sill. Mounting holes are predrilled and the mounting screws are included at no charge. The curved shape of this rear pan matches the contour of the bed sides below the tailgate.
Does anyone here have a roll pan that doesn't require welding?
