Is this amp gauge working right? (Pics)

So I checked the two 4 amp fuses to see why my new amp gauge was not working. One was missing the other was so corroded that it destroyed the socket when I opened it up. I replace the missing fuse and wired in a 4 amp fuse holder from a radio. Now it works maybe, I'm not sure what do you guys think? When I turn on the headlights it move about an eighth inch to the left, when I start the truck it moves about an eight inch to the right. I expected more. Is this how your guys work?
