A couple of affordable truck trackers I've found

Getting pretty affordable. The Spot Trace is 10 bucks a month, battery powered, but only reports position every 5 minutes.

The linxup is 23 bucks a month, but adds gps for more accuracy and reports real time. They have a wired version so you'd never have to replace batteries.

There's also the "hide an old phone" option, but you'd still have to pay for a service plan, and these options above seem simpler.
