You can get LED 194s that are pretty bright if you look around - stock is 2 or 3 candlepower, for reference, so get twice that and you'll be fairly bright.

You can also line the backs of the gauges with silver foil.

On the cooling issue, both dual fans or a clutch fan should be able to cool it. All three would be best, if you can thermostatically control the electrics.
