In-cab gas tank question

Today I was contemplating whether my fuel gauge was working correctly or not - so I took a look through the filler with a strong flashlight. It is indeed very full, as the gauge appears - I probably filled early last winter when I put in some Stabil. As I looked inside, I could see all the way what I believe was near the bottom, it is very clean and bright, (the metal inside all the way down). Near the bottom, I saw what looks like a small diameter black hose, which is along the bottom - it that a normal part of the fuel system? I guess I imagined there being a fuel pick up with the coming out near the center/mid-way up the tank. Thanks in advance...
