Question C50 Rear Brake Help

The rear end in this C50 is not original. It seems to have a heavy duty 15K lbs or 17K lbs dual speed axle...year unknown.
I'm replacing the wheel cylinders. The problem is that the brakes don't seem to match any shown in any of the 67-72 manuals.

It may be that there is simply missing parts courtesy of the previous owner.

Take a look and see if you can ID these brakes.
The Star adjusters which adjusts the brakes have no mechanism to kick them tight.
The upper and lower halves are mirror images of each other. The top has an unusual spring clip around the star adjuster threads. No matching clip on the bottom.
In the last picture is a strange piece that does not seem to do anything. Perhaps pointing to missing parts which attached to it. If there are missing parts, I'm probably screwed as I doubt I would find anything for this old thing
