Question about rebuilding power steering box

Do rebuild kits for power steering boxes only solve leaks, or would the rebuilding also fix problems? My power steering sometimes feels like it sticks in a random spot, and with slightly more steering effort it frees up and works normally. I am wondering if it is a rebuild candidate.

1969 CST/10 with 350 and TH400, power steering, manual drum brakes
