Sorry I didn't give an update. The cooling system was solved a while ago, and I've been driving the wheels off of it.

I bought HPtuners. The fan was programmed to turn on at 201, and off at 284. It didn't know what to do, thus the cycling on/off, and frying the relay. I programmed it to turn on fan low at 210, and fan high at 215. Running down the road, it stays at 205 fan off. At stop lights it will run between 210-215.

All is good, problem solved.
