this is the setup i just completed on the rear of my truck and the bottom of my license plate sits 4.5" off the ground. that's with RE7's, 2.5" blocks, and a bolt in notch. If i had a bigger notch, i could easily get another 2" so really, the blocks are pointless with a bolt in notch. details are in my build thread in my sig.
sounds like you're going with a step notch. that should get really low with bags and blocks.
