I'll look into it. It's a very steady and consistent flash, so I don't think it's shorting, but who knows. . . .

Flashing would only be a ground problem or some issue with the valve, there is no "flasher" in line on that circuit so technically it can't flash unless there is an intermittant problem.
No, the light doesn't come on with the park brake, you must be thinking of the chevelle.
