Don't use an EZ out. If the large bolt was so seized it broke off, the smaller EZ out is sure to break off, leaving you a much bigger problem.
Drop a big nut onto the bolt stub sticking up and weld the nut to the bolt remains nice and hot. Let it cool and it will quite likely turn right out. The heat is the secret.

Ok, I have never had a good experience with easy-outs and welding a nut to the top of the bolt is not an option because I do not have a welder and do not weld (I don't know why you think I would). So I see my other options are drilling it out in whole or in part, applying heat or using vice grips...or a combination of the group.
