Panel resonance. That's all constrained layer dampening products are made for. They are designed to add mass to the panel to lower its resonant frequency. If you cover every panel with a CLD that has an aluminum layer, you will see SOME insulating properties, but it's an inefficient way of doing things. For a greater reduction of temperatures in the vehicle, you'd want to use a thermal barrier.

IF you want to get that luxury car tomb-like feel, you'll want to use closed cell foam over the CLD followed by a layer of mass-loaded vinyl. The CCF will isolate the MLV from the vehicle, and the MLV is what blocks out the noise.
