Yes, the retractor belt should point straight up with the lap belt angled forward.
This is how I installed my 3-way belts.

Thank you very much for the response and photo. I had a heck of a time trying to find useful info online. All the pictures have the bracket cropped out and all the video DIYs I found skipped that part
