Kick panel air vent Question

Hi guys got a crazy question about the kickpanel airvents. The one on the drivers side has a lever to open and close for air but on the passenger side there is no lever to manually open or close it but there is a rubber hose that is attached to a fitting on the airvent but i have yet found where it goes and how it operates, but the vent door does open by hand but closes when you let go of it. I have not even seen a pic of another like it all had levers.

It Is Vaccum Operated, Can't Remember How, Someone Will Jump In
And Answer This, It Is Not A Uncommon Thing On Some Trucks.

Thought that it worked on a vacume but not sure how to operate it. figured it would operate on the conrtol system but not sure

Jim,
The pull handle on the driver's side simply opens a vent to outside air. The vacuum operated valve on the passenger side is only for trucks with air conditioning. When the A/C control is set to "inside" air, vacuum pulls the valve open, allowing recirculation of cab air. If set to "outside", there is no vacuum, so fresh air is pulled through a cowl vent. I wish these things worked on my truck. My passenger side vent won't open, but I suspect that's because there are some vacuum lines to my A/C that need replacing. Neither the heat nor air works on mine.
