California dreamin'...

Okay. I'm in the process of eliminating possible sources of a nagging vacuum leak. Which parts of my CA emissions can be taken out of service and which parts are actually doing something. I am not one to have to have everything off the engine but I would like to simplify my setup. For instance, I seem to have a sensor mounted in the water neck with at least three vacuum lines coming out of it. What is this and what does it do? Is there a web site or other media I can look at that gives a detailed description of what exactly CA emissions equipment versus federal ('79 model year) equipment was? I need someone to show me some West Coast love up here on the North Coast!
Thanks.
