It worked! Here's what I got back from PayPal after filing my complaint with them about this guy...

"We have completed our investigation of your Buyer Complaint and, per the
seller's request, have issued a refund for the amount of the transaction
below."

It took some time but it worked out for me !!

Damn, I almost bought from this guy a little while back. I got outbid , Guess I'm lucky. If you go back a ways he seemed to be meeting his end of the deal, but the negatives just started flying here recently. He'll be back under a different name, but thats why they have the user history I guess.
