Leaf Spring Question

Here's one for you. There's a little strap on the front end of my driver's side front leaf spring. I noticed the same thing on a '70 blazer I had but that one appeared to be welded whereas the one on the '72 appears to be a press fit. Anybody know what these are for and why there isn't one on the passenger side spring?

I believe I read (on the board) it was a factory fix for a recall to prevent the spring from breaking loose. Someone correct me if I'm wrong or if there is more to the story.
