Hard Steering

i put new ball joints and tie rods on my 68. along with spindles,power steering box, and disc off of a 72. i dont have the pump on yet. i know that it will be hard to turn with out it the pump and not running, but right now it is extremely hard to turn. alot harder than manual steering. are the power steering boxes supposed to be this way. im not trying to drive it just steering it around in my shop.

Power steering without the power are much harder to turn than manual.

Yes, a power box with no power will require much more effort than a manual.
