Astro Ventilation
More than likely, the fan motor was there for what was called Astro-ventilation (in addition to SOME level of de-fog I would guess). Some of you muscle car guys would remember having that on your GM car dash boards. It was a safety feature designed to provide a fresh supply of air to the interior anytime the key was in the Run position to lessen the chance of asphyxiation with the engine running. It came out in the mid to late sixties. That is the reason for your blower fan to run on low when you release the key. That is how it was explained to me at GM training school many years ago. It's also the reason for the vents in the door jams. Try taping them up sometime, and your ears will tell you real quick that the Astro-ventilation system is blocked.
