vent windows

My vent windows whistle alot they are brand new and seals are brand new. I put a half dollar in each of them to make them tighter dont know if it will help. Any thing else I can try?

I have brand new ones that whistled and I found some spaces between the rubber around the top. I filled them with black silicone and the noise stopped and you can't see the silicone.

I think ALL of my wing windows whistle. They don't leak, but make noise. That is complete new ones, those used ones I put new rubber seals on and the originals.
I give up. I thought they were supposed to whistle.
