Is changing the fuse panel out as easy as it looks? I mean just remove, plug in the new one and mount?

Nope, all of the inside wiring in attached to it, I believe it is all soldered to the fuse block. If you take it out, so too comes the rest of the wiring. Ron Francis wiring has just the fuse block itself for sale if thats what you need....The blade style fuses Here is the link
