tv cable help/adjustment/replacement

i replaced the transmisssin on my blazer a 87 2.8 liter.

the first tranny you could accelerate a few thousand rpms and would never shift a gear. the second one that i put in is the same way. someone said that the tv cable needed adjustment how do i do it or is it as simple as just buying a new cable and putting it in
