Does that mount to the inside of the box or does it fit the fenders that have the cut out for the spare to mount outside the box?

Hey Thanks Guys.I won it for 31 bucks.I've had this truck for 8 years and this is the first time I found one for sale.My fender has the cut out But thanks anyway 68 TPI.

Either I've lost my mind or you flipped that pic, cuz that looks like a passenger side fender.
