You should be able to locate some 16" steel wheels from the 88-2000 3/4 ton trucks or Burbs. They are a bolt on, and should be quite plentiful.
Also check out come of the new take off suppliers. Sometimes you can buy like new take offs with tires mounted and balanced quite reasonable. Bear in mind that you will need new tires when you drop to 16". Not trying to insult your intelligence, just a friendly reminder Later- Joe(crews)

I bought two sets of "takeoffs" from local swapmeets (Pomona and "Big 3" in San Diego) for less than $150 each for 4 rims, good tires and center caps for my 1/2 ton 68'. They were from the 99-02 Silverados with the six lug pattern. Make sure you get the correct caps. The first set I got had the wrong caps and didn't fit within the center hole of the rim. I believe they were from a tahoe. The only thing I had to do was buy spacer plates ($40ea) to kick the rims out a bit. The center holes were just a tad too small to go over the burbs hubs. They also gave me a wider track since the newer rims were offset to the outside rather than the middle. The spacer plates moved them out about an inch and had their own wheelstuds offset from the originals.

Re: Need to Replace 16.5 Rims on Burb, whats a good Donor..
I would imagine that you have 8 lugs? If so...just about any 8 lug wheel will work from the early 70's and up.(with front disk brakes) GM, Ford or Dodge. Ford changed about 1999 and went metric so the wont work after that year. You want 8 on 6.5.... I bought a couple of sets to change out the 16.5's. A set of Ford steel wheels with chevy dog dishes $10 each and then I also used a set of Hummer H-2 wheels $40 each with newer Chevy dually center caps $5 each for a completly different look. See my first post...it has pictures.

OOps
I started to reply about the Hummer wheels and noticed it suggested in the previous post. Good luck! John
