Won't Start

Now, even jumping it, the truck won't turn over. It cranks, but won't fire. I haven't had that trouble with it previously, would it be the starter, spark plugs, or what?

The first thing you need to find out is if the vehicle has spark and if it is getting fuel. You could first squirt a little carb cleaner or starting fluid down the carb and try to start it. If it attempts to start you have a fuel delievery problem. If there is no change check for spark. Pull off one spark plug wire from a spark plug, attach it to a spare spark plug, set it down on a grounded area, crank the engine over and observe. You want to see a nice sharp white/blue spark, if not you have a ignition problem.

i'd say first you have to figure out if it's turning over or cranking or not / they are after all the same thing/// check for spark, no spark take dizz cap off inspect the points clean/replace and set the dwell/ also a good idea to clean/replace and gap sparkplugs// change the internal gas filter in the carb// get new air filter/// all this is called a TUNEUP and should be preformed on a regular basis

HEI is the dizzy with the coil in the cap (big dizzy cap you can't miss it). If you had it I would tell you to check it, but since you don't you have to check your points, condenser and coil. That's if you're not getting spark.
