Hidden hitch, rear roll pan

I'm looking for some input on how best to install a hidden hitch and find an appropriate roll pan that will work with this set-up.
I have looked at the Sir Michaels and think that the tag box sits too low. I like the look of the Mar-K roll pan but don't know what is involved with notching the rear seal to accomodate the tag box.
I would appreciate some ideas from all you guys who have been there done that.

I am running a Sir Micheals roll pan and had a hidden hitch made. Below is a pic before the roll pan was on. I cut a hole through the license plate bracket and run a flip-up license plate bracket over it. Works great and you can't tell it is on there when I don't have a receiver in it.

Is that the ECE rear crossmember ?
I have that in my truck neat way to fab up a light duty hitch. How is the hitch fastened to the rear crossmember ? Weld or bolted ?

It is actually fully welded, behind the back 1/4 steel piece is a 2 1/4" steel square tube. It has 1/4" steel plates that go inside the frame rails and are bolted to the frame. It is actually stronger than your standard Reese style hitch. I pulled an 18' trailer with a truck and an engine and tranny on it with no problems from IN to FL. I am tearing my truck down in the next few months, when I do I will take more pictures with it out and give some dimensions.
