Question Nissen Truck Question

I know someone who has a 96? Nissen (sp)? truck that has a problem in that it will not start. It has power to the coil but does not receive power to the plugs. It also does not receive any power to the electric fuel pump. The relays have been replaced and it is still the same. The fuel pump has been tested and it works when power is applied. Does anyone know what may be wrong with it or is there some type of switch that triggers to keep power from only going to the coil and stopping there. Kinda like the fuel shutoff switchs on some cars that when hit shut the fuel system down.

Although it is not a Chevy, it is probably computer controlled for spark distribution. This would be difficult to troubleshoot without the proper tools (code scanner, etc.) IMHO.
