Another question to add to the mix......If I wanted to clear any doubts that I may have about rust, the best way would be to do a frame-off restoration?

Don't pull it apart right away. Drive the hell out of it and make sure you like it enough to spend a lot of money on it. Frame up stuff takes years, and it is easy to run out of money, time, patience, or interest.
