How Far under the Kick panel does floor pan sit

Putting in floor pans in my blazer and it seems like the pan is made to sit about an inch under the kick panel at the top end. Is that right? The floor was bad at the seam and the kick panel was gone at bottom so hard to tell.

Pay no attention to the nasty looking welds, as I'm still not too good at it, but you can see where the floor panel and kick panel come together. The kick panel actually runs down below the floor pan for about a half inch. I just duplicated the rusted out portion and added it in. Jeff.
