Bigt Fat Guess - looks like a broken binder that goes on a web type strap - the strap runs through it and you pull on the tab to tighten it down? Kinda like on a boat cover except it doesn't look like it hooks to a second half.... Is there a prize involved? hahahah

how about for the shoulder belts? keeps 'em together? Appears to be a directional arrow there too. Does the rod come into play here? What's the size? Kinda hard to tell scale from the pic. Not trying to be commical here... really! I'm curious.

it's an adjuster for the center lap belts. my new belts from chevyduty came with one.

This was new in the package with a box of stuff I bought. It's not broken. Thanks cstanley. I thought it was something along those lines but couldn't find it anywhere.
