when installing rear mount gas tank...(cant find help on the bigger thread)

i was wondering if that small bar attached to the bottom side of the frame( second to last cross bar on an original frame) must be taken off? I wish i had a picture to go with this question but anyone who has done it will know what i am talking about. I just want to know before i powdercoat the frame. I am pretty sure it does because it would be right in the way of the tank if it was not taken off. any help??...
