Question Wood floor cross sill question

On the pic below, I drew a red line and a green line between the rear holes where the cross sill should bolt to. This is for a SWB fleetside wood floor bed.

Which one is the correct pair, or does it matter? Thanks!

I just finished my bed, and if I remember right, that cross sill does not bolt to the frame. It only bolts to the wood. It is not as tall as the other cross sills.
