The way to eliminate the starter for certain is just to pull it out, haul it to AutoZone, and let them test it. If it turns over, but seems like its not spinning as quikly as it could, there's your issue. The tester that my local A.Z. uses will tell them exactly how many RPMs the starter is turning at. You can ask them to put a new one on the machine so that you have a frame of reference.

If you don't have AutoZone up there, I'm sure Advance, Pep Boys, Oreilly... will all do it as well.
