Firewall gutter shaving question?

I have rust on the upper edge of the wire gutter on the top of the firewall. When guys talk about shaving this portion of the firewall, do they actually trim this lip down to where it is flush. If so, what is the best way to go about this? Thanks

Normaly they leave it their and cap off the top. If you cut it down you will end up having two different sections at the corner that will seperate and need to be welded and ground back down. Not the best way to go but not the end of the world eather. Here is one I just finished.
