Holley causing "surging" @ idle - help with timing too...

I put a used Holley on the 327 SBC and now it has a major surging idle (700- 2,000 RPM). Where do I start? Also it is so rich that truck is smoking like a chimney. Didn't do this with the Q-jet and old intake. Any good Holley tuners out there, it's undriveable at this point....thanks

Also, wha't the best timing to start with? Not looking for performance just a strong truck....

68 K-10 327 w/Holley 600CFM Edelbrock Performer (all just installed)

Power valve is probably shot. Also the idle mix screws probably need adjusting, and there may be a vacuum leak either around the base of the carb to manifold gasket or or on the carb body itself.

When was it used last? Was it rebuilt before using? If so, who rebuilt it?

thanks...I was happy when it started after changing intake, carb, fuel pump and going to HEI all at once! Now it is smoking me out of my driveway and without an exhaust system my neighbors aren't happy either!
