Brake linings

I replaced the brake shoes in my front drum brakes last night. The Chilton manual seemed to say that the shoes with the shorter linings were the primary ones and went in front. This is how the person who had replaced the shoes before did it. Is it right ? Wouldn't you think that the bigger linings would be on the primary shoes and go in front ?
