Is there supposed to be a pad between the gas tank and body where it bolts in? If so what's it made of?

Yes there is, kind of a thick tar paper, about 1/8 thick. There is one on each side, about 3 by 4 inches. But, if you put in full length carpet, we put the tank on top of the carpet, no addtional pad. I think it is likely there to prevent squeaking/ rubbing between the cab and the tank.

You can use roofing tar paper for it as well.

I would think a piece of old inner tube would work too. I keep a large piece of old tractor tube around for that kind of use. Nice & heavy. Whatever you use put a little glue on it to hold it in place.....

carpet, carpet padding, cardboard, floor mat, tar paper, dynamat...

Id go with dynamat or carpet padding...

The only downside I can see to the carpet, pad, or cardboard is that it would retain moisture for a long time.... I guess it would work good in the drier climates though.

There is supposed to be two thick tarpaper pads. Some of the vendors sell them. About all they do is keep the tank from squeaking on the cab floor.

I just reread your post, and you mentioned something about where it bolts in. Just to clarify, there are two pads that go under the tank, between it and the floor at the bottom of the tank, there is nothing used or needed between the bolt locations, tank flange, and the cab.

Right. I want to head off any potential rattles and squeaks as well as holes rubbed in my tank.
