I think that`s a Studebaker Champ.You can`t just go out a buy a cowl induction for those.But,still,no class.I mean,he could have at least found a tranny hump w/o the shifter hole.Must be a work in progress.He hasn`t "let" the louvers into the hood yet.Are this coming out with another Mad Max movie?

You got it..... he stuck a propane/dual fuel setup on it and needed 3 more inches to clear the hood.... so he went to his scrap pile and found something that worked. Look close and you can see it has a patch in the center. Must have come from a 4 sp. All he needs is a chunk of flat sheet and wire it up to a choke cable and it would be a Hand-operated cowl induction... here I am thinking red-neck again LOL.

The Louvers look like A/C return air grills. And I'll bet, if they are, there not really mounted. If you look at the far one, it looks like it's just laying on top of the hood. The angle of the close one hides the gap to the flange. That is butt ugly though, no matter what is really going on there.
