In need of phone help, Tacoma, WA (Control arm problem)

I need some help with a few questions we have about the lower control arm and installing the shaft that the u-bolts go on that mount to the cmember. We've installed the new shaft and the new bushing nuts on the end, the question is how to torque the end nuts, what they should be torqued to and when they have been installed, should the control arm fall freely under its own weight, or should it be stiff and require force to move up and down. I have no clue and we are struggling with this, if anyone can answer here or if anyone local or anywhere for that matter would be willing to walk us through this on the phone it would be most appreciated.

I have a parts truck that I robbed the spindles out of that you can look at.It is up on blocks.It would have to be tomorrow,as I live in Tacoma but my shop is in Graham.

160 ft-lb for CP10 with spacer, 190 for CP20&30. No spacer 95/135 and check for free movement. Good ones, without slop, move up and down freely.
