Old work truck vs. new GVWR

We are getting ready to purchase new company truck for local deliveries. Our existing one is a 1996 GMC 3500HD SWB dually with a stake bed. It has a GVWR of over 15,000 lbs. The same 3500HD 2007/8 is only rated at 11,400 lbs GVWR. What gives? Did GM really reduce the capability of the truck by almost 4,000 lbs of payload? Are the frames now lighter? Or are the trucks really comparable just rated differently now?

I am wanting to buy the new GMC but don't want to be dissappointed in its capabilities. Can anyone tell me how the frames compare?
