Transmission Case Vent

I have a Turbo 350. There is a angled tube almost on top of the case which I'm guessing is a vent. It appears that it has blown a little transmission fluid out. Not much at all but you can see where something has come out.

Is there supposed to be some sort of tube that connects to this similar to what is on a rear end or should it just be open like it is ?

All tranny vents I've seen have been open, there really is no reason to have them extended with a tube. The differential vents get extended cause trucks when used like they're supposed to often get in water deep enough to cover the differential completely, at that point the tranny vent is still at least half a foot higher.
